A 10-Step Approach to Service Continuity Planning

This face-to-face course was developed as part of NN/LM’s Emergency Preparedness & Response initiative. The desired outcomes for the class are to raise awareness of the need for emergency preparedness and response planning and to provide tools for for medical librarians to enhance preparedness. The class consists of an informative and engaging PowerPoint presentation, interspersed with several interactive portions. Participants will learn how to conduct a basic risk assessment for their libraries, how to craft a basic emergency preparedness plan, strategies for continuing library services from off-site, and options for obtaining assistance, both web-based resources and via the NN/LM Emergency Preparedness & Response structure.

The class is designed to meet the need for emergency preparedness and response training as expressed by the results of a baseline assessment conducted by NN/LM’s Outreach Evaluation Resource Center (OERC) in 2008, as well as to meet one of NN/LM’s stated goals in its strategic planning for 2006-2016 to educate medical librarians to be better prepared to respond to disasters.

Learning Objectives

a. identify risks to their regions and their institutions from natural and human-caused emergencies and disasters

b. develop a plan for continuation of core library services in the event of an emergency or disaster

c. produce a basic emergency response plan that includes service continuity strategies

d. know where to obtain help and/or training in collection preservation where applicable

e. know how to obtain help within their regions or nationwide for assistance in providing continuity of core services following an emergency or disaster

Agenda

•	30 minutes: Introduction and background, overview of class content (PPT slides)
•	60 minutes: Risk assessment (Step 1) (PPT slides)
o	Overview of various types of risks
o	Activity for participants: self-scoring, based on types of risks discussed, to determine level of risk for their institutions
o	Based on self-scoring, participants may share their scores with the group and explain the scores based on their environments
15 minutes: BREAK
•	60 minutes: Emergency preparedness measures for librarians (Steps 2-9) (PPT slides)
o	Recommendations for safety procedures
o	Activity for participants: exercises using “scenario filters” to assist in identifying core library services
o	Strategies for identifying and planning for continuity of core services and to core resources
o	Identifying and prioritizing highly valued materials
•	45 minutes: Knowing how to obtain assistance (Step 10) (PPT slides)
o	NN/LM resources
o	24/7 services to assist with collection preservation and recovery
o	OCLC regional resources
o	Ready.gov (FEMA) information
•	15 minutes: Summary and “To Do” list of actions to be taken as a result of having participated in the class (PPT slides)
•	15 minutes: Discussion questions

Facility Requirements

Requires computer (desktop or laptop), LCD projector, and screen. Best seating arrangement allows participants to have table or desk space set up in classroom configuration (i.e. all facing same direction). Can be taught using auditorium-style seating or other at the discretion of the instructor.
